Digital to Analog Conversion

Hi, When the migration from analog to digital was initially raised fear was put into the public on how there would be no option but to throw away our analog TV sets and replace them with Digital. Now that digital transmission is finally here we need to look at how to make the migration as painless as possible while at the same time we do not disenfranchise any citizens. It has been mentioned that there are over 1 million TV sets in Kenya today, that means 1 million digital to analog converters will be required over the next 2-3 years. I believe this is a great opportunity for us to go into the electronic assembly business, I would like to propose that we 1st increase duty on converters from the current 35% to 250% so as to discourage the importation of the converters. Then exempt from duty and vat all assembly stations, test equipment and components for anyone who sets up a converter assembly plant, with a 3 year tax holiday. If you setup the plant more than 200 kilometers from Nairobi or Mombasa you receive an addition 2 years tax holiday. I believe this will sort out the issue of substandard converters and will also provide an opportunity for us to develop our electronic devices assembly skills. If you make a net profit of 1,000/- there is a clean 875,000,000/- to be made, close to what the government is spending on purchase of the Malili farm. This is assuming a standard device, there is still a market for those who want high end devices with recording, tuners, USB ports, etc which would mean that the returns could be much higher than projected above. So will we move away from juts being importers and retailers or do we have what it takes to do some value add? GSMA: Calls will remain high between African countries By Rebecca Wanjiku, Computerworld Kenya 29 Sep, 2011 The cost of telephone calls between African countries is likely to remain high and international call volumes will drop with the introduction of taxes, according to a report from the GSM Association. Senegal, Ghana, Congo Brazaville and Gabon have introduced taxes on incoming international calls, leading to higher costs for users and reduced revenue and call volumes for mobile operators. The taxes are also likely to reduce foreign direct investments because the costs of operating businesses such as call centers will probably go up. "The tax takes the form of an imposed fixed price that operators must charge for international inbound termination, of which the government takes a set amount," said the report, issued on the sidelines of the U.N. Internet Governance Forum in Nairobi. A private party measures international inbound minutes terminated by operators and bills them accordingly, it said. While the taxes are different in the four countries, the affect on the operators has been the same. In Senegal, call prices rose by 50 percent. In Ghana, prices rose by 58 percent while inbound traffic fell by 12 percent in the six months after the tax was introduced. In Congo Brazaville, the price of inbound calls rose by 111 percent while the volume fell by 36 percent. In Gabon, prices rose by 82 percent when the tax was introduced in August 2011. The report questioned the benefit of the tax on economies, given that half the money collected is shared with the third-party company that monitors the calls. "The main objective of this taxation is to raise revenues for governments, in this case by taxing users calling from abroad into the country, however, the government transfers approximately 50 percent of the revenue from the tax to the external call monitoring party," the report said. "This leakage should be taken into account when assessing the effectiveness and net benefit of this tax." The report projects that other African countries are likely to reciprocate by raising the cost of inbound calls. In Congo Brazaville, an operator reported that an operator in another African country raised call termination charges by 30 percent. while in Senegal, an operator reported that nine operators in other African countries raised rates by 23 to 80 percent, making the call costs very high. The GSMA further noted that many operators are not making profits because the cost of other services and maintaining rural telecoms infrastructure is high. In supporting its case to remove telecommunication taxes, the GSMA released another report that highlights the benefits that Kenya has gained since it zero-rated mobile handsets in June 2009. This year, the mobile communications industry will contribute US$300 million to the GDP and a further $100 million from intangible benefits to Kenyan consumers. The industry also employs 250,000 people in Kenya. "Since June 2009 when the tax was removed, handset purchases have increased by more than 200 percent and penetration rates have increased substantially from 50 percent to 70 percent, this successful policy confirms that consumption taxes can have a significant impact on consumer behavior in Kenya," said the report. ----------------------------------------------------------------------------------- If you have the strength to survive, you have the power to succeed. Commodity Exchange System - Revisited

Hi Listers, About 9 month ago (human gestation period) I mentioned the need for developers to start looking into the development of a futures exchange system and as always is with the village madman I was dismissed. On Wednesday 8th June 2011 the Capital Markets Authority advertised for a futures exchange system, rfp is open to both international and local vendors. Regards Hi, The National Cereals and Produce Board together with the East African Grain Council are working towards the creation of a commodity exchange to trade futures. This process is at an advanced stage which begun with a process called warehouse receipting and currently Equity Bank offers credit against the receipts. What does this have to do with us in the IT field? When the Nairobi Stock Exchange tendered for the automated trading system (ATS) and more recently for the Broker Back-office System no local IT company made it past the 1st round. The fact that companies like Virtual City are winning international awards for systems development and others like PesaPal are receiving large direct foreign investments means that we do have the skills to develop world class solutions. This is an appeal to all ICT experts in the country to prepare ourselves to make sure that the grain exchange system is locally developed and we stop being spectators in our own country. I know it is said that a prophet is never recognised in his own town, it is time we made this phrase redundant. NCPB and others are already shopping overseas for a solution so be warned that time is not in our hands and if we are to have an impact we need to move quickly. The proposed system is supposed to provide a trading platform, depository system, GIS for land information, settlement system, warehouse management, weather monitoring and seed planting information system (acreage, seed type, fertiliser, etc). Lets get off our high horses and put a together a world class solution for a local problem. No tears after the horse has bolted. IIEC: voting for technology

The Interim Independent Electoral Commission (IIEC) will hold a two-day conference and exhibition on election technology at the KICC grounds in Nairobi on 22nd- 23rd Sept., 2012. Over 40 firms dealing with election technology, both local and foreign, have been invited to showcase their innovations to the Commission and the public. Electoral management bodies from East African Community (EAC), professionals in electoral technology, political parties and other interested parties have also been invited to the open forum on election technology. Participants will be expected to interrogate and evaluate the solutions offered by the various vendors and share their findings with IIEC. The aim of the open day is to expose voters to election technology and give them an opportunity to try out some of the solution on offer. In looking for the appropriate technology, the electoral management body would like to make informed decision based not only on expert advice but also the user experiences. It is apparent that the expanded 2012 general elections, which will require voters to vote for six elective positions in a single session instead of the traditional three, will require a fast and reliable solution. The appropriate application of technology should increase administrative efficiency, reduce long-term costs and enhance political transparency.Since technology is always designed to solve problems, and elections are not short of problems, technology is therefore first port of call by the Commission. We would be happy to have the ICT fraternity visiting and sharing with us their views. Welcome all, Andrew

Before his trip, Leigh Van Bryan wrote that he was going to "destroy America". He insisted he was referring to simply having a good time - but was sent home. Trade association Abta told the BBC that the case highlighted that holidaymakers should never do anything to raise "concern or suspicion in any way". The US Department for Homeland Security picked up Mr Bryan's messages ahead of his holiday in Los Angeles. The 26-year-old bar manager wrote a message to a friend on the micro-blogging service, saying: "Free this week, for quick gossip/prep before I go and destroy America." The Irish national told the Sun newspaper that he and his friend Emily Bunting were apprehended on arrival at Los Angeles International Airport before being sent home. "The Homeland Security agents were treating me like some kind of terrorist," Mr Bryan said. "I kept saying they had got the wrong meaning from my tweet." Hi, It is encouraging that you decided to post your thoughts on my post unlike many others if opted to call me directly to air their disquiet. I would like to belief that the systems our banks are using are centralised with all branches online to the data centre, until recently when a few providers implemented MPLS, the connectivity to those branches was point to point. With the point to point connectivity there was a minimum of 2 hops to get to the data centre, if those links delivered then imagine is the data centre is at, for example, Safaricom then you have an minimum hop of 1. The Kenstream & KenSat services when run by Telkom provided us with 95% uptime and that was without any redundant links. The GSM providers need to keep their links up 99% of the time if only for the voice service and since the data is carried over the same fibre, microwave and satellite links. Taking that into consideration I believe we have no reason not to embrace cloud and shared services, yesterday. I would like to differ though on the issue of cloud. One of the greatest issues raised against cloud and which is partly true is the connectivity (and reliability of the same). Let's say you head IT in a bank and have to manage the downtimes in places like Meru, Bungoma, Wajir etc, running off a Safaricom cloud may be abit of a longshot. Safaricom has done a great deal to bring us connectivity especially the last mile, I however think something is still amiss with the reliability of connection. Every executive committee will raise (and validly so) the issue of Connectivity and letting go of customer data to counter that cloud argument. That needs to be addressed and the only company in Kenya today that can take us into the cloud is Safaricom, I hope they listen and fortify this data segment like they did voice. On a lighter note, having used Temenos, I can take my money to the bank that finacle would beat it hands down. I don't care how many big financial orgs are using it, I have baby sat it and the truth of the matter is that it is like a Kluger (no offence to owners of this) very overrated and big in size but has the performance of a saloon car... Temenos are good at marketing but the real value is elsewhere. Friends Very good comments on the above subject. There is substantially reliable (none is foolproof) technology for e-voting, provided there is integrity in the registration process and maintenance of the voter register. Affordable authentication methods exist for assuring that the person claiming to vote is indeed the voter. With the recent court ruling on the next election date, the commission should have sufficient time to put such technology solution in place. And this need not just be for those in the Diaspora but in the end can be extended to all Kenyans. I can see a future where one doesn't have to rush "home" to go and vote but could do so from the comfort of their home, holiday, office or some other such place. Technology, as much as it presents risks of its own, can address issues of integrity in the voting process. Just see how it has reduced the chance for rigging as demonstrated in recent by elections. It is interesting that the disgraced Kivuitu EC had the technology but failed to implement it the way it is done today. A simple tweaking that allows polling stations to send results simultaneously to the national tallying and media centres has substantially cut the potential for tampering that happened at the counting halls whose purpose now is to collate results and confirm what has come from polling stations. Friends Here are my off the cuff remarks on the provocative piece. My suggestion: let's not be too defensive; truth can be bitter. On innovation: take the example of the automobile and semiconductor industries. A lot of countries started with fabricating parts; soon they did sub-assemblies as their precision engineering developed and soon they were making whole cars/computers/etc/. The Nyayo Car project was on the right cause if only it has realized capacity in the fabrication of parts and needed engineering and manufacturing processes. I recently saw news of a mechanic that used to service shock absorbers but now fabricates them; and people find these last longer that original ones not suited to our rough roads! He is on the right path and should, in fact, be encouraged with incentives and (possibly) injection of capital. In the west, investors would be hovering around to offer the person either a buyout or equity investment in order to expand the business which has huge regional potential as few people are in the business. Where is old money when it is needed here?? Hi Listers, I came across a news item about how KREP Bank is to "invest" US 600,000/- (Kes 52,000,000 aka 52 Million) for a new banking software. The system, Temenos T24, is a monster of an application also being under used by Kenya Commercial Bank in addition the Kenya Bankers SACCO barely uses it in a single site. We keep bragging about how we are a technology savvy nation and developing a knowledge economy yet we are the most under-utilisers of technology. Which is a clear explanation why Vodafone cannot understand our obsession with wanting the MPesa servers installed in Kenya yet I am sure we currently utilise less than 1% of the capacity of the servers in Germany and 5% for 2 days in a month. Temenos can handle over 3,000 transactions per second and handle over 25 million accounts across 2,000 branches http://sqlcat.com/sqlcat/b/technicalnotes/archive/2011/04/26/lessons-learne…. Temenos can handle the needs of all the banks in Kenya (approximately 6 million unique accounts) and still not break a sweat while consuming less energy and resources than a mobile base station. Please let no one raise the issue of lost IT jobs because last time I checked a server was not a charcoal "jiko" that needs fanning. KREP has less than 200,000 accounts & 35 branches http://www.k-repbank.com/branches.html, with Temenos they can run a transaction for each one of their clients every 58 seconds so what does the application do the rest of the time? Kenya Bankers SACCO is an even more telling story with 1 branch and less than 20,000 members also uses Temenos that is internally installed. If Equity was to use the same software it will take 21 minutes to run a transaction for each of its 4.3 million clients so why do we complain when MPesa takes 5 minutes (over 14 million accounts) to handle a transaction on the 15th and 30th of the month? I am sure many of you in the banking sector are wreathing in anger because I am refusing to acknowledge that the data needs to be kept secure that is why you must look the servers in your individual server rooms. So why doesnt the same arise when you open up your applications to KenSwitch for shared ATMs, to the mobile providers for mobile banking and to the ISPs for online banking.a Here is my solution, Safaricom (I am using them as an example as they are less likely to sue me) buys off all the licenses of Temenos that all those small banks, DTMFIs, MFIs and SACCOs have bought and then install Temenos in their 2 billion cloud. Buy all those Sun and HP servers that have been running those core banking systems and donate them to universities around the country, they can recover the costs by writing them off next year as obsolete therefore passing on the cost to the taxman. Then they can offer a complete package to the banks for using the cloud services without a nimbus and stratus pricing structure. Safaricom, being experts at per second billing, can offer a similar solution to the financial institutions for use of the system. To the financial institutions the use of the cloud will be treated as an expense therefore reducing their tax obligations. What about the staff you say, the only ones who are likely to loose are service providers like myself who have actually become over glorified cleaners more because we charge more than really the service we render. We have all been throwing profanities at the Walter of the Lazy African article fame yet we continue to prove him right every single day, yes, you, him, her and I. Have a lazy day. If I may pull a quote out of this piece: "Take any IT publication (physical or electronic), irrespective of the target audience (CIO, IT Managers, channel partners, broad-based audience), the editorial or one of the cover stories is always about what the CIO should be doing to stay relevant to the business. The underlying theme is always about business before IT. But after the preaching is done, back to business as usual, do you know about the new 64 core server or the next crossover device with zillion pixel screen ?" :-) I'm sure that quote resonates with many local IT managers/directors/CIOs.... Its sad to note that most publications are cluttered with what seem like news stories or features, but are really advertorial type of material or hastily re-worded and inserted press releases where publishers failed to secure adverts...tut tut! Quite frankly there is no reason why we cannot have content like ITWeb (www.itweb.co.za) or TechCentral, where issues are examined broadly and independently, without pandering to the whims of ICT advertisers. *Kenya ICT Board kicks off business plan training at Strathmore *** Business strategy training for the Tandaa Digital Content Grant shortlisted applicants is underway at Strathmore University. The training, which runs in batches from January 23 - February 3, 2012, seeks to impart business knowledge to shortlisted candidates from last year's Tandaa Digital Content Grant Call for Proposals. Understanding how to write a business plan, price products and develop a market penetration plan are some of the important business strategies that all entrepreneurs must understand. But for many founders of start-up companies in Kenya, opportunities to take courses to learn business strategy are few and far between. Time constraints for busy business owners and the high cost of quality business courses hinder many new entrepreneurs from taking such classes. But the value is undeniable, as participants at the Business Plan training sponsored by the Kenya ICT Board discovered. "I've learnt a lot," says Graham Muhunga of SMSVoices, "Having a good idea doesn't mean you'll make money. I'm learning to think differently about our business." Muhunga, who represents one of the companies that was shortlisted for the Tandaa Digital Content Grant, finds that one of the valuable things he has learnt is the importance of research and correctly identifying the industry their business is actually in. "Our courses are designed to be interactive and hands-on," says Dr Monica Kerrett, Program Director for the project at Strathmore. "Participants are encouraged to talk about their business idea as a core part of the curriculum. It has been refreshing to hear the participants share challenges and give each other tips and feedback." The Kenya ICT Board announced the top 150 applicants to the Tandaa Digital Content Grant Call for Proposals in September 2011. This is the second round of granting the Kenya ICT Board is offering to fund development of digital content and services in Kenya. The Call for Proposals for the second round of the Digital Content Grant focused on ideas for solutions that use web and mobile technology. After selecting the top ideas, the Kenya ICT Board is now exposing the entrepreneurs to essential business strategies to help them design their business plans. After submitting complete business plans, a maximum of 40 finalists will be selected to receive grants of up to $50,000 each to develop their digital content products. "In the first round of the Tandaa Grant we received many good ideas from passionate entrepreneurs," explains Kaburo Kobia, Project Manager for Local Digital Content at the Kenya ICT Board, "But for many, the business side of the proposals were not as strong." In response to the challenges applicants had with developing business plans, the Kenya ICT Board introduced the training component to the Grant Call for Proposal process. January 19, 2012 Application Window for New Top-Level Domain Names Successfully Passes One-Week Mark Application System Functioning Smoothly Marina del Rey, California… One week after the Internet Corporation for Assigned Names and Numbers (ICANN) began accepting applications for new generic Top-Level Domains (gTLDs), the application system is functioning without a hitch.“I can state firmly that one week into the process, the application system for the new domain names is functioning just as it should,” said Rod Beckstrom, ICANN’s President and Chief Executive Officer. “This is a reflection of the careful planning, hard work and long hours our staff spent preparing for last week’s launch.” At one minute past midnight (UTC) on Thursday, 12 January, ICANN began accepting applications for new generic Top-Level Domains, beginning one of the biggest changes in the Internet’s evolution. The new program will greatly expand the current 22 Top-Level Domains (such as .com, .gov and .net) to include almost any word or name. It also allows, for the first time, non-Latin language scripts such as Arabic, Chinese and Cyrillic to be used in a gTLD. “I couldn’t be more pleased,” said Michael Salazar, Director of the New gTLD program. “ICANN spent six years working to ensure it got this program right and we worked particularly hard to make certain the application portion of the program went smoothly.” As of today (January 19), there are 25 successful registrants in the online TLD Application System. However, this number does not necessarily represent the total number of applications since each registrant can apply for up to 50 new generic Top-Level Domains. The deadline to register in the TLD Application System is 29 March. If applicants are not registered in the system by that date, they will be unable to apply. In early May, approximately two weeks after the new gTLD application window closes, ICANN will publish a list of the applications and who has applied for which domain name. Until then, ICANN will not comment publicly about any specific application, the total number of applications received, or who has submitted applications. The hacker is part of an online Indonesian security forum known as *Forum Code Security* and says he took down the websites following tutorials from the forum. Such tutorials usually exploit programming errors in code, known as bugs, which have not been fixed. The hacker appears to have a website at http://www.direxer.com/ though this has not been updated to reflect the hacking. In a message in the forum, the hacker says *show off by me...* *thanks for tutorial in www.code-security.com all...* *i have exploit from cs web, and i attacking to server Goverment Kenya,,,, and then,,, success full... this is deface in this night...* The government has moved fast to take the affected websites offline through a Cyber Incidence Response Team(CIRT) based at the Communications Commission of Kenya. The CIRT was formed to handle such situations and ensures Kenya's security in cyber space. Vincent Ngundi who heads CIRT has responded with the following comment "*We're on it. Thanks for the heads-up and comments*" in Kenya's *Security Forum* where the news first broke. The government normally hosts several websites in one server at The Treasury thus compromising the server may expose several websites to a hacker. The Administration Police website has been hacked several times in the recent past. The draft Bill was prepared following a wide stakeholder consultation in November 2011, and it represents a harmonised version of earlier government and civil society drafts. It is hoped that the current process will finally bring to fruition the long-standing campaign for right to information legislation in Kenya. “The draft Bill is an impressive document which scored very highly on our RTI Rating”, said Toby Mendel, Executive Director of the Centre for Law and Democracy. “At the same time, we are recommending a number of further improvements to help ensure full implementation of the right to information.” The draft Bill has a number of strengths, including its wide scope, the narrow regime of exceptions and the establishment of an independent and powerful oversight body. A number of CLD’s recommendations are fairly technical in nature, and should be relatively uncontroversial to implement. Some of our key recommendations are: The rules on access to information held by private bodies should be better integrated into the law. The right of access should apply to everyone, not just citizens. The scope of the proactive publication obligations should be extended. Some of the exceptions should be further limited. It should be clear that public authorities bear the burden of proof in appeals against their decisions. The rules on punishment for obstruction of access should be extended. Friends, I am sure that the authorities are addressing this matter to the best of their knowledge and efforts. And I am sure that this issue presents the GoK and the Kenyan private sector a chance to learn for, as they say, what doesn't kill you makes you stronger. Thinking aloud, here is how to gain the strength/resilience - Information protection be declared and understood to be a strategic imperative; one cannot run an effective knowledge economy without proper information protection framework and practices. Each ministry, department, private sector, etc needs to understand this and act in concert. - Design, clarify and communicate an information governance, risk and compliance framework; complete with a thorough no fault compliance regime. - Establish an information protection leadership with commensurate powers needed to realize the strategic imperative of information; this leadership must not be subservient to IT but be independent in a similar manner that audit is. Leadership in turn will develop an information protection organization with needed skills, organization and processes. - Develop and implement an ongoing information protection awareness regime for the nation; this would be segmented to ensure that appropriate knowledge is communicated to target audiences. (Did you know that one can actually collect business-related information (proposals, strategic plans, presentations, etc.) of a number of businesses at Internet cafes? Government Websites Hacked :- What next?

Dear Roy et al, I am miffed at all the hullabaloo caused by the hacking of the 100 websites. Late last year CCK hosted a workshop at the Nairobi Safari club which was widely publicised that brought together stakeholders to discuss this issues in fact the immediate former Chair of ISACA Kenya Chapter made a very elaborate presentation. In the first place the workshop was not a news item despite the efforts made by the organisers to bring in Cyber Security experts from George Mason University and the creme de la creme in the local Cyber Security community. To me this is a non issue because we are aware but somebody somewhere is aware of what needs to be done and should be held accountable, if you don't lock the door to your house at night and thieves come in , do you blame the police? We must shun mediocrity. National & Private School Crisis

Hi, The following reminded me of the posturing going on between the GOK and the private primary school owners association (note that the private secondary schools are silent as they are competitors with the national schools) concerning the quarter system for National school places. http://edition.cnn.com/2012/01/10/world/africa/south-africa-stampede/index.… Last year when this same issue came up I asked a friend (whose children are in private primary school) if national schools do well because of the physical location i.e. specific latitude and longitude, if it was then I fully support the argument but if it is not then private schools have no leg to stand on. Griffin left & Starehe faltered, Khaemba left and Alliance faltered which means that the issue is not the teachers but the administration. If the government with its wanting pay grades can produce excellent school administrators shouldn't better pay in private schools do even better? The government therefore came up with an interesting strategy, thanks to a former herds boy, where they have increased the number of national schools spread across all counties, private primary school parents are already complaining. On the stampede in South Africa what the universities did to resolve similar gerrymandering was to operate the selection process like a pre-Michuki matatu where the students rush in to claim their places, survival for the fittest, maybe the ministry of education should use the same procedure for admittance to national schools then lets see how many parents with children in private schools will participate. In addition to that, the fact that it seems all or most of these sites were hosted on a single server is a travesty of best practice. The role played by media, mobile phone sms's, internet, (e-mail, blogs, websites, etc) during both the pre and post-election period in 2007-2008 is well documented, with media picking up and printing/broadcasting uncensored statements by politicians and sometimes government that amounted to hate speech, which helped to create the right kind of environment that exploded into our bloody violence, but also promoting good civic behavior, peace and human rights campaigns. Government has so far responded with various media related policies and the new constitution is set to radically change the environment within which media operates. But taking into consideration the ever changing nature of new technology and how it affects media policy and regulation, how would you ensure that policy and regulation keep up? -What has been the impact, has there been any additional policy/regulatory processes? -How would you/your government address this challenge (hate speech etc) if it were to occur again? CERF FROM the streets of Tunis to Tahrir Square and beyond, protests around the world last year were built on the Internet and the many devices that interact with it. Though the demonstrations thrived because thousands of people turned out to participate, they could never have happened as they did without the ability that the Internet offers to communicate, organize and publicize everywhere, instantaneously. It is no surprise, then, that the protests have raised questions about whether Internet access is or should be a civil or human right. The issue is particularly acute in countries whose governments clamped down on Internet access in an attempt to quell the protesters. In June, citing the uprisings in the Middle East and North Africa, a report by the United Nations’ special rapporteur went so far as to declare that the Internet had “become an indispensable tool for realizing a range of human rights.” Over the past few years, courts and parliaments in countries like France and Estonia have pronounced Internet access a human right. But that argument, however well meaning, misses a larger point: technology is an enabler of rights, not a right itself. There is a high bar for something to be considered a human right. Loosely put, it must be among the things we as humans need in order to lead healthy, meaningful lives, like freedom from torture or freedom of conscience. It is a mistake to place any particular technology in this exalted category, since over time we will end up valuing the wrong things. For example, at one time if you didn’t have a horse it was hard to make a living. But the important right in that case was the right to make a living, not the right to a horse. Today, if I were granted a right to have a horse, I’m not sure where I would put it. The best way to characterize human rights is to identify the outcomes that we are trying to ensure. These include critical freedoms like freedom of speech and freedom of access to information — and those are not necessarily bound to any particular technology at any particular time. Indeed, even the United Nations report, which was widely hailed as declaring Internet access a human right, acknowledged that the Internet was valuable as a means to an end, not as an end in itself. What about the claim that Internet access is or should be a civil right? The same reasoning above can be applied here — Internet access is always just a tool for obtaining something else more important — though the argument that it is a civil right is, I concede, a stronger one than that it is a human right. Civil rights, after all, are different from human rights because they are conferred upon us by law, not intrinsic to us as human beings. While the United States has never decreed that everyone has a “right” to a telephone, we have come close to this with the notion of “universal service” — the idea that telephone service (and electricity, and now broadband Internet) must be available even in the most remote regions of the country. When we accept this idea, we are edging into the idea of Internet access as a civil right, because ensuring access is a policy made by the government. Yet all these philosophical arguments overlook a more fundamental issue: the responsibility of technology creators themselves to support human and civil rights. The Internet has introduced an enormously accessible and egalitarian platform for creating, sharing and obtaining information on a global scale. As a result, we have new ways to allow people to exercise their human and civil rights. In this context, engineers have not only a tremendous obligation to empower users, but also an obligation to ensure the safety of users online. That means, for example, protecting users from specific harms like viruses and worms that silently invade their computers. Technologists should work toward this end. It is engineers — and our professional associations and standards-setting bodies like the Institute of Electrical and Electronics Engineers — that create and maintain these new capabilities. As we seek to advance the state of the art in technology and its use in society, we must be conscious of our civil responsibilities in addition to our engineering expertise. Improving the Internet is just one means, albeit an important one, by which to improve the human condition. It must be done with an appreciation for the civil and human rights that deserve protection — without pretending that access itself is such a right. > Vinton G. Hi Sammy, Yes indeed. I agree. If I may distill what I meant: 1 - Google have right of reply - and indications are that this is forthcoming and should be allowed to happen. If there are errant agents involved, this should be admitted by Google themselves. 2 - Any aggrieved party can state their grievance and be entitled to pursue the matter. Only the aggrieved parties should be in the fray. 3 - Those not working for Google, Kenic or Mocality (or other parties if any) should have solid ground to enjoin themselves in the issue - otherwise subjective and speculative commentary needlessly inflames passions, foments polarity among different sides and makes murky the waters. However, the above subject came up recently in a conversation we were having at a conference here in Canada. Government here, fearing the US Patriot Act requires that private citizen information (e.g. patient records, financial data and the like) be domiciled within Canadian jurisdiction. And they have a point. Data will be King in the future and who owns that data would have power. I am wondering how this concept is playing in Kenya. What controls (policy, technical and otherwise) have we in place to assure that we don't (as a country) end up paying dearly to access our own data to generate information we need for informed decisions. Hi Edna, It is true that even some of the few ATMs you find without the "I am being serviced" message do not dispense cash, forcing one to move from one ATM to the next. Still, others have introduced their own daily limits apart from the standard limit allowed by the bank. For instance, some ATMs would not allow you to withdraw more than Sh 5,000 if your daily limit is SAh 20,000. Surely, Equity must do something. Otherwise those numerous awards are not worth the citations emblazoned on them. Zachary. Hi, I received a very interesting email from one of the 2012 presidential candidates Hon. Peter Kenneth and the concept is brilliant with technology being applied in a very professional manner. I would have liked to post the link but due to the fear of contravening the rules of this forum I have restrained my self even though doing so would have propelled me to the top of the leader board, but instead I will try to explain the features. The concept is to take a message viral using social media and mobile, on offer (yes me is donkey) is a free meal and an opportunity to have a meeting with the candidate together with 10 ones 10 friends but as usual there is a catch. To be able to qualify for the one on ten meeting you must be one of the 5 top recruiters onto the campaign, the site even has a ranking board to show you how you are doing. It integrates seamlessly with facebook and twitter for easy spreading of the message. The site is simple and uncluttered which allows you to better take in the available options, the flow of the requests require more thought as you move down the page until they finally ask for your address list. I again repeat that this is a brilliant application of technology and with 17 million mobile users & 14 million internet users Peter Kenneth's campaign team might just be able to pull off an Obama on the other candidates. Fellow listers, Compliments of the New Year. I believe some of you are “members” of Equity Bank and must have undergone frustrations accessing your money from their ATMS. Most of the Equity ATMS are obsolete while the seemingly new ones are poorly maintained and rarely function. Upon visiting these ATMs, the message likely to greet you is “I am being serviced” or “I am out of service”, resulting into long and winding queues in the ATM lobbies. Often times, one is then forced to saunter into one of their banking halls, which are equally crowded. Although initially the breakdowns were experienced during month ends when customers troop to the ATMs in droves to withdraw money, it has now become a common phenomenon even in the middle of January when most people have no business to transact at the ATMS. Vision 2030: The Gikomba Experience

Hi Listers, At the beginning of the year and visited Gikomba to see if I could get a basket ball backboard fabricated and task that was executed within an hour. Apart from the efficiency and flexibility with which is was done my experience re-affirms by believe that the Vision 2030 and no more a shelf document than the Sessional Paper number 3 I believe of 1968 was. I ask Mr. Kibati and his team to visit Gikomba and also Grogan (where a car is reconditioned in 8 hours flat), spend at least 2 hours after which you will be in a position to give sight to Vision 2030. Gikomba and Grogan epitomise what the vision was of the Kenya Industrial Estates workshops in Industrial Areas where supposed to be and also the later Nyayo Jua Kali Sheds but with the missing ingredient, the peculiar Kenyan. This is a picture of the average stalls in Gikomba, I visited 3 speciality workshops before the backboard was finally completed, each stall measures no more than 3 x 5 meters. The picture above is of a stall with a wood planner, circular saw and router. Each of the stalls usually accommodates a number of independent contractors with the usual broker offering the logistics and coordination function As the demand for space increases the stalls have now been extended to two levels and a few new constructions have risen to 3 and 4 storeys. The two locations apply all the rules of Just I Time and as an engineer you will appreciate the clustering of various activities in the form of a conveyor belt system. To me what I visualised was the Airbus manufacturing model where components are assembled in disparate locations. Let as be weary of picking a foreign model on industrialisation without localising it and taking into account the fact that Kenya is a different country and 2013 is not 1967 so the Asian Tiger models or the MIT models will fail here, we must incorporate our local peculiarities if we are to succeed. I have been silently following the 'self-campaign' by one Robert Yawe in his quest of becoming the Post Master General, at Postal Corporation of Kenya. I have also noticed the passionate he has of reviving this important agency back to where it was in yesteryears. This passion, I can state, comes as a result of mass wastage the organization does; not changing with times, has more workers but less output, corruption and perhaps political interference. Now, as long as PCK remains a state-run corporation, the PMG, must be someone who is bound by various laws, notably Public Officers Ethics Act etc. In line with this, Bw. Yawe, how does your qualification (Academic & non-academic) relate well with Chapter 6 of the Constitution? A great point you raise on the fact that changing our value systems must be a national collective effort if we are going to have social transformation. We can have all the infrastructure but if we do not have values, then there might not be much meaning to Kenyans. Barrack, Solomon and Harry, you now have it from Mr. Kibati. Harry, I do hope that you will take on the challenge to present the Vision 2030 secretariat with a concept on energy distribution. This will be a great outcome of this debate and I am sure Brainiac and other listers may want to join you. Barrack, i think this is your opportunity to influence. Is it possible to suggest how Vision 2030 can influence national values using ICTs? Tusingojee serikali...:) As we reflect on the responses, we also move on to Day 2. The focus is on the three pillars of Vision 2030. The vision is grounded on three piilars and we will look at the first one which is the economic pillar. On the Diaspora

Allow me to share the attached papers: (a) a concept paper on tapping into the potential of the African Diaspora. It is a world bank note that has substantial likeness to work we did a while back under the Kenyan Community Abroad (KCA). (b) a second paper that focuses on why the Chinese have succeeded more than any other country. Please look at the annex on "best practices" section; ditto for the section a proposal for a formal framework for engaging the Diaspora. Below is are short excerpts from the vest practices section, which one can compare with what we have done in Kenya (NB: Dakitari Ndemo, I agree with you on the point that remittances aren't a sustainable way for development; indeed, some studies indicate that these fall sharply after the first immigrant generation. They have their own problems, such as escalating prices to make things unaffordable local populations but that is a discussion for another day. However, many countries do depend on these for forex earnings.) .... 2. China: Chinese nationals have succeeded in establishing an autonomous structure and have received a high level of both material and symbolic recognition from Chinese authorities. They have: • With the aim of better profiting from the potential offered by the Diaspora, the Chinese authorities have modified the legal context (multiple-entry visas and job contract), improved economic conditions (tax exemptions, higher expatriate salaries that are sometimes four times higher than for a Chinese colleague, bonuses, etc.) and created a special status for expatriates who wish to work in collaboration with China (honorary posts, national prizes, etc.) • For their part, Chinese Diasporas can count on efficient logistical support (such as technology parks) at several different levels of government, including county level; • Chinese Diaspora can also count on administrative support in form of information processing to facilitate communication among themselves and gain easy access to the information, which are important points for the internal dynamics of such a big group. • The autonomy they enjoy with respect to the Chinese government allows Diaspora organizations a certain flexibility in their negotiations and spares them the vagaries of Chinese domestic politics. Friends This is to wish you the very best of 2012. Kictanet has been a good source of information, ideas and exchange of those ideas in 2011. I hope that will be the case. I hope that we can make the best of those ideas in the interest of the nation, Kenya and the businesses associated with participants. Dr Ndemo raised an issue on Diaspora academics and professionals. Some of his observations are right: it is easy to cheer or jeer from a distance. We see it in soccer matches where some (as someone put it) some of the best players are on the spectator benches. That said, though, this matter cannot be generalized. We have many, many accomplished academics and professionals that choose to make the Diaspora their home; some do it by choice others by circumstance. I once listened to professor Mazrui on how he ended up on the United States, recognized as an authority in his space (globally) and yet no institution in Kenya wanted to welcome him. By the time Kibaki came along in 2002, he had been too long gone and entrenched in his space to be simply transplanted. We have many Kenyans in the Diaspora like those: they moved out when times were bad, are well-established and cannot simply come back. There are other examples that make people stay away from Kenya. A friend I know came home but could not even be short listed for an interview, despite his PhD and a number of published works. His luck came through a friend he met at a pub, someone who knew one of the VCs; an appointment with the VC then led to an interview and a job. He later told me that the department was dominated by some ethnic group and the reason he was kept out for such a long time. Another one I know supervised grad students meticulous only to become a target of his colleagues, eti he was making them look bad: completing paper reviews in timely manner, and having students get their degrees in reasonable time. His recourse: join a research outfit and leave out the politics of academia! I was recently in the UoN Senior Common Room with a friend; and it is amazing how our ivory tower reflects the ethnic cleavages in the country. Since I wasn't in the company of fellow Kisiis to the place, I ended at a table that appeared colourless with sober conversation and none of the ethnic passionate obsessions. For people that have established positions where they are in the Diaspora, it would be hard to adapt to such an environment. I once visited a friend at his post at the UoN and talked about his routine, much of which was composed of driving across campuses, offering the same course across different institutions for no one job paid enough; the man literary lived on the road! He used the same notes from year to year; and research? What language is that again? He kept talking about his former position back in the USA and how progressive the institution was, requiring ranking in teaching and research; and having time to attend conferences/seminars and the like plus supervise graduate students with interesting study topics. Yet here he was in a system of persistent struggle, spinning wheels to meet basic needs. Yet quacks that had connections with corruption rings were the limelight and mwananchi and authorities seemed to love it. There is more. GoK and other companies can pay experts as much as $3K/day; so called experts then staff work with junior consultants (to cut costs and make a profit) ending with dubious deliverables! If a Kenyan (whether in the Diaspora or in Kenya) asked for even $1K a day, which in some cases is less than what they are qualified to get, some people think it is charity! And the cost of doing business in Kenya? Speak not. I personally have a lot of respect for those that choose to settle back home; I salute their patriotism and commitment. I would NOT besmirch those that choose to leave for quiet peace somewhere else, where they can achieve their life goals. I just think that patriotism alone would not make people come home. Lack of patriotism is NOT the recluse of those that leave; we have a lot of people doing very unpatriotic things in Kenya like stealing from public coffers, taking short cuts in public services (pot holes anyone?), committing crime, selling drugs to our youth, doing inhuman demolitions, etc. But Diasporans can also bring different perspectives if we engage them appropriately; and in my view, we should be working towards collaborative models to allows for knowledge exchange and sharing of experiences. And this can be done both in the private and public sector. And there are many academic institutions keen on such collaboration; we just need to nurture these. If we truly want to develop Kenya we need to create an environment where ideas "germinate", get "watered" and result in true harvest in terms of products and service and hence economic development. An environment in which Kenyans can prosper on merit and fair play; an environment of ethics and values. Back in the 80s/90s GoK was a major bottleneck for people wanting to go overseas, what with the frustrating clearance process for those in public service and trying process in the issuance of passports. Today, we celebrate Diaspora remittances! What if, in hindsight, Moi and co had left the floodgates open for people to disperse across the world? We could probably be reaping several times more in remittances than we are doing presently. In a nutshell, we are better off with our people dispersed across the globe; they link us to networks in places they live and allow for knowledge flow and exchange that can benefit our country. The role of Indian and Chinese Diasporas in those countries’ economic development is well known; it is the reason I would like more of our people across the world. The Indian government has a special ID for people of Indian origin across the world; the ID, while not conferring citizenship, acts like a permanent visa for into India for holders. As the Indian ambassador to the US said at our recent Kenyan Diaspora conference in the USA, this card has spurred Indian tourism to a degree they hadn't imagined before. Happy New Year.
