'CIPESA Open Government in Africa Brief

Dear members, On September 20, 2011, the Open Government Partnership (OGP) was launched. It aims to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. The Collaboration on International ICT Policy for East and Southern Africa (CIPESA) has prepared a briefing note - attached - that explains the OGP, looks at OGP indicators and prospects in selected African countries (Ghana, Kenya, Liberia, Tanzania, Uganda, South Africa) and explores the role ICT could play in catalysing the achievement of Open Government in Africa. This paper is also available at our website, www.cipesa.org , where more resources on open government [in Africa] will be posted in the coming days. Good morning Good People This is day five of our discussion on Aligning records management with ICT e-government and Freedom of Information in East Africa, a study conducted by International Records Management Trust (IRMT) and supported by IDRC . The study covered five Eastern African Countries namely Kenya, Rwanda, Uganda, Burundi and Tanzania Today, we still focus on the second theme namely: Electronic Records and Citizens. This will be our focus also for tomorrow (Wednesday). Under this theme, three issues were identified and today we look at the second issue namely that Judicial Processes are Affected by the Failure to Address Records Management Requirements Consider this: · Have poor keeping of hard copies resulted in delays in the judicial process? · Is the keeping of electronic records going to reduce these delays? · Is information lost when digitization is taking place? · How best can the electronic records be managed to ensure their effective use? Question What steps could be taken to ensure records management inputs to computerization and digitization projects in the courts? Looking forward to more contributions today. In the case of Kenya The Evidence Act,Cap.80 was amended vide CAP411A, to include electronic records and PART VII-ELECTRONIC RECORDS was added in Chapter III. of CAP80. 2. Going forward, there will be need for FOI and Data Protection legislation, the latter being critical in ensuring that personal data held by authorities is accurate and that the data subject right to correct erroneous information is upheld. A proper system in the human resource acquisition means that when e system are introduced in an organization then proper qualified persons to manage them rather than have unqualified persons lead the organization to tamble courtesy of nepotism and tribalism.
