Travails with Mpesa

I'm averse to using this list to vent issues but cognizant that sometimes customer service issues only seem to be addressed here, allow me to air something. A friend sent me money by Mpesa on 29th May - I was in Uganda at the time and only managed to get around to claiming the cash over a week later. I notice the SMS notification clearly states the cash must be claimed "within seven days". The agent I went to indicated the transaction should have been reversed and the money credited back to the sender. That was not the case. The sender was advised to advise me to call 234 or 0722 002234 so a new voucher/coupon/code could be re-issued. Called 234 (using my wife's line), went through the prompts and was on hold for 15 minutes. Called 0722 002234 and went through the motions and the final words I heard were something like "all our agents are busy" and got disconnected. Finally I wrote, on 13th June, to support(a)safaricom.co.ke and I am still waiting (for Godot?). -- Francis Hook +254 733 504561

And my statistics report that viewings dropped off a cliff to a permanent 0 last night at 11:00. I think I am being censored for criticizing the SCAF. I had 800 page views last week, and now I have 0, and have had 0 since midnight? What do you think? Rigia

Stephen, I wish you first asked what transpired before you make such remarks. CCK gets its policy direction from the Ministry of Information and Communications. The policy emanates from the political manifesto of the ruling party. In our current case, the harmonized manifesto. Here we agreed to a free market economy. This means that any market interventions must reflect the underlying economic policy. When we had accellerated price decline in Uganda, Congo and other countries, they resulted to a floor price, in other words price control. Had we taken that direction, we shall have undermined the underlying economic policy. Instead we temporarily suspended the glide path to study the wider impact on the economy. The CCK board arrived at that solution. In my view you are misunderstanding the independence rule. Central Banks world over are independent but their decisions are based on the policy direction of the country. Even if you were to head this country you will find that it is your policies that would govern the country since the buck stops with the leadership. It will make no sense if we have several independent decision makers. Different papers reported different stories but nobody has sought clarification or offer a solution under the prevailing circumstances. Seen as a controversial domestic regulatory issue, net neutrality discussions have mainly focused on the kind of policies required for broadband access at the national level. But with increased access to the internet this debate now goes further to address the right of internet users to access services, content and applications on the Internet without interference. It also includes the issue of the rights of network/infrastructure operators to be free of liability for transmitting applications and content considered illegal. The law will force ISPs and telecom operators to ensure access to all types of content, services or applications available on the network. The new telecom law has won a near unanimous vote, despite fierce opposition from telecom operators, who had been planning to charge for over-the-top services, such as Skype or WhatsApp Messenger, which bypass traditional cellular communications. Vodafone Netherlands is currently still blocking the use of Skype on its 3G mobile network. Facing sharp criticism, the largest Dutch political party -- the liberal VVD -- withdrew an amendment which would still allow carriers and ISPs to charge extra for services. The proposal came from Afke Schaart, who until last year was Director of Public Affairs for KPN, the biggest telecom operator in the Netherlands. In recent months, Dutch telecom operators have complained that the volume of text messaging is slowing sharply because of cross-platform mobile messaging apps which allow users to exchange messages without having to pay for SMSes. KPN recently reported that its youth-oriented brand, Hi, saw an 8 per cent decline in text messages per customer in the first three months of this year. The uptake of the WhatsApp messaging app grew from 0 per cent of Hi's Android phone users in August 2010 to 85 per cent in April 2011. KPN proposed new pricing models, but said it would not block VoiP services. Vodafone in particular lobbied the country's minister of economic affairs, Maxime Verhagen, for a more lenient law. The new law would still allow ISPs to filter porn or other offensive content, but only if customers ask for it. The final vote on the new telecommunications act in the Dutch House of Representatives will take place next Tuesday, but is considered a formality. Last year, Chile was first country in the world to approve, by 100 votes in favour and one abstention, a law guaranteeing net neutrality. ® --
