Friends This is to wish you the very best of 2012. Kictanet has been a good source of information, ideas and exchange of those ideas in 2011. I hope that will be the case. I hope that we can make the best of those ideas in the interest of the nation, Kenya and the businesses associated with participants. Dr Ndemo raised an issue on Diaspora academics and professionals. Some of his observations are right: it is easy to cheer or jeer from a distance. We see it in soccer matches where some (as someone put it) some of the best players are on the spectator benches. That said, though, this matter cannot be generalized. We have many, many accomplished academics and professionals that choose to make the Diaspora their home; some do it by choice others by circumstance. I once listened to professor Mazrui on how he ended up on the United States, recognized as an authority in his space (globally) and yet no institution in Kenya wanted to welcome him. By the time Kibaki came along in 2002, he had been too long gone and entrenched in his space to be simply transplanted. We have many Kenyans in the Diaspora like those: they moved out when times were bad, are well-established and cannot simply come back. There are other examples that make people stay away from Kenya. A friend I know came home but could not even be short listed for an interview, despite his PhD and a number of published works. His luck came through a friend he met at a pub, someone who knew one of the VCs; an appointment with the VC then led to an interview and a job. He later told me that the department was dominated by some ethnic group and the reason he was kept out for such a long time. Another one I know supervised grad students meticulous only to become a target of his colleagues, eti he was making them look bad: completing paper reviews in timely manner, and having students get their degrees in reasonable time. His recourse: join a research outfit and leave out the politics of academia! I was recently in the UoN Senior Common Room with a friend; and it is amazing how our ivory tower reflects the ethnic cleavages in the country. Since I wasn't in the company of fellow Kisiis to the place, I ended at a table that appeared colourless with sober conversation and none of the ethnic passionate obsessions. For people that have established positions where they are in the Diaspora, it would be hard to adapt to such an environment. I once visited a friend at his post at the UoN and talked about his routine, much of which was composed of driving across campuses, offering the same course across different institutions for no one job paid enough; the man literary lived on the road! He used the same notes from year to year; and research? What language is that again? He kept talking about his former position back in the USA and how progressive the institution was, requiring ranking in teaching and research; and having time to attend conferences/seminars and the like plus supervise graduate students with interesting study topics. Yet here he was in a system of persistent struggle, spinning wheels to meet basic needs. Yet quacks that had connections with corruption rings were the limelight and mwananchi and authorities seemed to love it. There is more. GoK and other companies can pay experts as much as $3K/day; so called experts then staff work with junior consultants (to cut costs and make a profit) ending with dubious deliverables! If a Kenyan (whether in the Diaspora or in Kenya) asked for even $1K a day, which in some cases is less than what they are qualified to get, some people think it is charity! And the cost of doing business in Kenya? Speak not. I personally have a lot of respect for those that choose to settle back home; I salute their patriotism and commitment. I would NOT besmirch those that choose to leave for quiet peace somewhere else, where they can achieve their life goals. I just think that patriotism alone would not make people come home. Lack of patriotism is NOT the recluse of those that leave; we have a lot of people doing very unpatriotic things in Kenya like stealing from public coffers, taking short cuts in public services (pot holes anyone?), committing crime, selling drugs to our youth, doing inhuman demolitions, etc. But Diasporans can also bring different perspectives if we engage them appropriately; and in my view, we should be working towards collaborative models to allows for knowledge exchange and sharing of experiences. And this can be done both in the private and public sector. And there are many academic institutions keen on such collaboration; we just need to nurture these. If we truly want to develop Kenya we need to create an environment where ideas "germinate", get "watered" and result in true harvest in terms of products and service and hence economic development. An environment in which Kenyans can prosper on merit and fair play; an environment of ethics and values. Back in the 80s/90s GoK was a major bottleneck for people wanting to go overseas, what with the frustrating clearance process for those in public service and trying process in the issuance of passports. Today, we celebrate Diaspora remittances! What if, in hindsight, Moi and co had left the floodgates open for people to disperse across the world? We could probably be reaping several times more in remittances than we are doing presently. In a nutshell, we are better off with our people dispersed across the globe; they link us to networks in places they live and allow for knowledge flow and exchange that can benefit our country. The role of Indian and Chinese Diasporas in those countries’ economic development is well known; it is the reason I would like more of our people across the world. The Indian government has a special ID for people of Indian origin across the world; the ID, while not conferring citizenship, acts like a permanent visa for into India for holders. As the Indian ambassador to the US said at our recent Kenyan Diaspora conference in the USA, this card has spurred Indian tourism to a degree they hadn't imagined before. Happy New Year. Solomon, Thank you. The Vision 2030 "Wakilisha" campaign launched recently is a call for every Kenyan to own Vision 2030, the Constitution and the Country. These Technologies Are Changing Education. Are You Familiar With Them? What does our ministry of Education or vision 2030 folks doing with Educational reforms in Kenya? Video and Podcasting Resources - One of the most widely adopted internet technologies for use in instructional settings is video streaming. In addition to the ubiquitous YouTube, there are several education-specific video hosting sites, including TeacherTube, EduTube, and SchoolTube. There is an abundance of lectures, how-to videos, and similar materials available on the web. The Khan Academy is one such resource that has garnered a lot of press, but it's just one of many web-based free lecture and tutoring resources available today. Check out "A Dozen Great Free Online Video Lecture Sites" for a wide selection of lecture content, and our Tutoring Category for more tutoring resources. Podcasting has also been used to provide similar offerings of audio materials through popular sites like iTunes U (learn more about Podcasting here). 2. Digital Presentation Tools - There are dozens of tools on the Internet that can be used to create and share presentations. This summer's post, "8 Great Free Digital Presentation Tools For Teachers To Try This Summer" provides a good starter set of tools to try if you wish to learn more about these fun applications. These tools can be used to support classroom teaching or distance learning, and provide engaging ways for students to create and deliver reports and presentations. 3. Collaboration & Brainstorming Tools - This is another wide ranging category, including thought-organizing tools like mindmap and bubbl.us, and collaborative tools like web based interactive whiteboards and Google Documents. There are many collaborative environments on the web, and this category can even include tools like wikis and virtual worlds. Click through to the C & B category to learn even more. 4. Blogs & Blogging - Despite the ongoing growth and popularity of blogging, many educators are still not very familiar with the "blogosphere" and all it has to offer. In addition to the ever expanding body of education focused blog content available for free, educators should also be aware of sites like Blogger and WordPress, where users can quickly and easily create their own blogs for free. To learn more about the many ways in which teachers, students, administrators, and technologists are using blogs, check out last year's series of posts, "Blogging in Education Today". 5. Social Networking Tools - The article "7 Reasons To Leverage Social Networking Tools in the Classroom" makes the case for the many benefits that can come from using social networking tools in a social learning context. Posts about the use of mass media tools like Facebook and Twitter generate a lot of traffic, indicating a high level of interest in these tools. There are also many education-specific social networking tools available today that enable teachers to explore this avenue without having to worry about exposing students to inappropriate content. 6. Lecture Capture - This technology has tremendous potential. One of ways in which lecture capture can change the nature of teaching is by enabling teachers to "flip the classroom". Students can consume lecture content outside of the classroom and use valuable in-class time to reinforce the material covered in the lecture and make sure students are understanding the new content. For more on this topic, read the article, "Learning about Lecture Capture Technology". 7. Student Response Systems & Poll/Survey Tools - Student Response Systems, or "clicker" technology is gaining a lot of traction in educational institutions. One winner of last year's EmergingEdTech contest focused on uses of technology in the classroom demonstrated clear learning outcome improvements while engaging students with this interactive education technology. One the most common uses for clickers is poll taking, which can also be done using a computer or smart phone, utilizing any of the dozens of tools out on the web that do this, like Doodle or Polldaddy. 8. Educational Gaming - The "gamification" of education is another tech trend that is gradually taking hold in educational practices in academic institutions across the world. The 2011 Horizon Report, which provides insights into education technology trends, claims that game-based learning is only 2-3 years from mainstream adoption. While waiting for this technology to mature, there are many educational games available today in the form of online sites like these. 9. Open Educational Resources - OER is a transformational idea that can play an important role in changing the nature, and availability, of educational materials, content, and tools. Click over to "Learning about OER - Open Educational Resources" to discover more about this topic and access a host of resources on the subject. How wonderful would it be if Open Education Resources evolved into the predominant way in which educational resources were delivered? 10. The iPad and other tablet devices - Since the launch of the iPad2, this Apple technology has really taken education by storm. Posts here like, "10 Excellent iPad Applications for Teachers" generate a huge amount of traffic, confirming the tremendous interest level in this platform. We've been learning more about this phenomenon through articles like, "iPads In Education - How's It Going So Far?" and "Using The iPad As A Digital Whiteboard (Plus 4 Cool Free Apps To Try It Out)". Schools across the world are considering uses for the iPad and similar tablet devices, and the market for tablets is really heating up. Another important education technology trend is the exploding use of mobile devices. While this has not been included as it's own category here, it is implicit in several of the technologies above. For example, smart phones and other mobile devices go hand-in-hand with social networking and consumption of video and podcasting resources and lecture capture content. Bw. Mugo, Thanks for taking the time to address the issues raised so far. I would like add my pesa nane on the Vision 2030 Social Pillar which closely ties in with the Millenium Development Goals. From the MTP Report attached for listers, I was shocked to read that the Goal 5 "Improve Maternal Health" is one that is unachievable and actually increased from 414 in 2003 to 488 in 2009? Yet this is one that should be easier to address through education via social media through vehicles such as the digital villages to disseminate information on the importance of maternal health. Programs enlisting churches as partners in spreading the word and most importantly a concerted effort by the GOK in funding clinics that focus on providing healthy supplemental foods and nutrition counseling for pregnant women, new mothers, infants and children especially in rural areas. Numerous studies have shown that pregnant women who participate in similar programs have longer pregnancies leading to fewer premature births; have fewer low birth weight babies; experience fewer fetal and infant deaths since they seek prenatal care earlier in pregnancy and consume more of such key nutrients as iron, protein, calcium and Vitamin C. On Technology and effective use of Govt Finances

Mugo Kibati Welcome to the forum. I want to make one point on ICT and government financial management. And I make this from our informal assessment of how well CDF funds are utilized; my suspicion is that the same practices are pervasive through government. My view is that if we effectively reduced leakage (say to 10%) we can substantially improve delivery. Our estimate (see this article I wrote for one paper) is that, in some places, as much as 70% of CDF money could be leaking, through kickbacks, price inflation, etc. And that by the time audits come around, it is rather late; and, as we all know in Kenya, you can use the same money you stole to subvert justice. ICT can be used for real-time financial management, monitoring approvals, spending and allowing citizens to raise (even anonymously) concerns with spending and corruption. The system would also generate real-time management reports, track trends, determine the ossification of the spending and established priorities; and thus, perhaps, fend off inappropriate, unapproved spending. Indeed, from such information one can even detect fraud patterns and work towards establishing controls to forestall undue losses. PesaPal - A brilliant product

Hi, I believe in giving credit where it is due, PesaPal with its sister product TicketSasa are a sign of the capacity this country has in terms of application development expertise. Safaricom might have invented but PesaPal is innovating, I used the ticketsasa service to handle registrations for a seminar and the flawless nature with which it has been handled is refreshing. Safaricom might want to use the service to handle their domain renewal service. So can developers out there stop lamenting about mpesa not having an API and just implement pesapal, the 3% charge per transaction is lower than the 4% that credit card companies charge establishments.
