Listers, Uwezo has deveoped a visualization tool on the distribution of teachers in the country. If you carefully review this piece of open data, you will find that teachers had no case in the recent strike threat. What is disturbing is the growing number of decisions made without proper scientific methods. I am glad media tried to dismiss the teachers' case. What the public did not know is that once the contract teachers are confirmed, the same union officials will demand transfers for their relatives from marginal areas (often with teacher deficit) to surplus regions. They will then use marginal or deficit areas to ask for more recruitments. The cycle will continue. Further the union dues will increase but education in marginal areas will decline. Can we be ever embrace rational approaches to decision making especially on critical development programmes? Where I come from teachers have outsourced their services as they do their businesses or visit relatives in far flung areas as in the US. KNUT knows this and nobody bears responsibility on the declining standards. There is no performance apparisal and if it was ever introduced 50% of teachers will go home. Last year myself and three other friends randomly gave the past KCPE exam to 10 teachers in five districts, only one scored 350. We can do this on large scale but I doubt that the result will be any different. Can we stand up and be counted on this. Education is the foundation of any nation. CCK's "Kaa Macho" courier campaign,

Hi, I hope that CCK will not use this post in the future to obstruct my appointment as PMG, a few weeks ago I attended a press briefing by CCK on an awareness campaign they where planning to and have already launched on licensed courier companies. We were given a viewing of the advertisements currently running in the media after which I asked if they will include an SMS service for the reporting and verifying of the registrations. The acting Director General of CCK was present and it was indicated that they will do so before launching, I have been watching the campaign proceed with the only means of contact being a website address. Exactly how does that assist me when I am in Moyale or on Kirinyaga road in Nairobi looking to identify a licensed courier company who I can use to deliver my parcel? Interestingly, the question was answered by the representative of Posta who told me to just look for the nearest post office as they are already licensed and compliant, but that is beside the point. M-PESA transactions: System failure or negligence?

On various occasions, I have heard people narrate experiences citing numerous issues pertaining to dubious transactional outcomes while using the M-Pesa service. Sample questionable matters that have been raised include incomplete transactions, disputable account balances, money disappearances etc. Hitherto, I have been tempted to dismiss them as naive users of systems or even rumor peddlers. However, I got an experience this weak that has fairly shaken my confidence in the M-Pesa process chain. Here is a chronology of events: -Tuesday 03/10/2011: I send money to one Evan Chege for an agreed mission. The following transaction details are sent to me- BR68XQ537 Confirmed, Ksh 15,030 sent to EVAN CHEGE 0712437150 on 3/10/2011 AT 5:37PM -Wednesday 04/10/2011 3.30 PM- Evan Chege seeks explanation on whether I sent the money having received no notification nor e-money on his end -Wednesday 04/10/2011 3.30 PM- I presume that Evan Chege is lying to me, since I have a transactional delivery notification -Wednesday 04/10/2011 7.37 PM- BR77CO072 Confirmed. Ksh4,100.00 sent to Charles Karithi 0724017539 on 4/10/11 at 7:37PM New M-PESA balance is * Ksh2,478.00* -Wednesday 04/10/2011 8.09 PM- BR77IJ875 You bought airtimeKsh200.00 of airtime on 4/10/11 at 8:09 PM New M-PESA balance is *Ksh17,338.00* -Wednesday 04/10/2011 8.11 PM Up to now- Tried to access customer help line to no success- Only prerecorded messages playing for an infinite duration *Outstanding Concerns* - Does this mean that the M-PESA system at times sends false confirmation notifications to customers. How many times might this have happened? - Why did the balance in the above instance rise from Ksh 2478.00 to Ksh 17,338.00 without any narration. Could this difference be the Ksh 15,030 that I had earlier sent to Evan Chege. If so why was it returned secretly? - Why was the transaction charged yet it was not consummated? - Now that the mobile money service is rolling billions worth of client money are there any system assurance checks to guarantee safety of transactions? - Is there a dedicated agency that monitors mobile money transactions? Who takes responsibility for failure and how are potential disputes set to be resolved? Or is there a presumption that the mobile money innovations are bound to be flawless even as they scale up? Why do newspaper journalist makes more spelling and grammatical errors while Reporters rarely make these mistakes, and when they do, they are almost always caught they are both the same people if not same intellect. Does this have anything to do with that some news comes in very close to deadline? How about "copy editors" who has to place the article in the space available, I think this is where a lot of problems occur if you ask me... Now let us consider Programmers: If you are one are a programmer, I know you've worked with both public and private code written by other developers and when you see incorrect spelling in source code it instantly undermines the credibility and professionalism of the whole source. The problem can get more serious when a contributor or original writer attempts to later correct the mistake as this can lead to mismatches and errors. Sometimes the spelling mistake can be hard to rectify, as is the case if there is a misspelling in an interface, database table or column name. I guess we all have to embrace and learn to value and see the importance of taking the time to correct spelling and grammatical errors and realized nowadays a spell checker is an essential item in the developer's toolkit.
