Proposals should be sent by 25 May 2010. BACKGROUND Recognising both the growing impact of climate change in developing countries and the growing role of ICTs, Canada's International Development Research Centre is funding a two-year project on ICTs, climate change and development (see www.niccd.org) The project is co-ordinated by the University of Manchester's Centre for Development Informatics. As part of the project, six thematic papers will be commissioned and written during 2010 on various aspects of this topic. The papers should be 6,000-10,000 words in length, in English, and aimed at a "reflective practitioner" audience by summarising current evidence and then producing best practice strategic recommendations. We are looking for "generic" papers that draw evidence from, and relate to, all developing countries; rather than individual region, country or project case write-ups. Primary research is not expected. The papers should build on the Scoping Study produced recently as part of the project - http://www.niccd.org/resources.htm - which reviews current literature on ICTs, climate change and development (ICCD). Section 4 of this document identifies six ICCD thematic areas - mitigation, monitoring, adaptation, strategy, disaster management/response, and ICT impacts and issues. We would be happy to receive proposals against these thematic areas but we are also happy to receive proposals suggesting alternative ICCD themes and alternative ways of conceptualising the field. PROCESS / TIMESCALE We require proposals to be sent electronically by 25 May 2010, and aim to confirm accepted proposals by mid-June. First drafts of the papers will be due by the end of September 2010. Final drafts will be due by the end of November. One author per paper will be invited (and funded) to attend a discussion and presentation workshop on ICCD to be held in London in mid-December. The finalised copy of the paper will be made available online and disseminated via the project network. It is also our intention to publish the papers as part of a book to be produced at the end of the project in 2011, and to produce a strategy brief summarising the paper. PAYMENT Authors will be contracted by the University of Manchester to produce a draft version of the thematic paper, followed by a finalised version that acceptably meets quality requirements following draft review comments. We will also seek authors' input to revision for the proposed book and to summarisation for strategy brief production. A payment of £1,200 will be made on acceptance of the draft paper, and a further payment of £2,400 on acceptance of the finalised paper. Did I miss some news? I thought what I happened in North Eastern (Mandera) to be specific was a decree that even the Kenyan chief's proclaim from time to time in "Christian" Kenya. When this happens it affects both Christian and Muslim youth alike. I am bound to be corrected but this is happening not under the new Constitution but the current one and so my question is what has it got to do with the new constitution? What has it got to do with the Kadhi's courts or any of those parts being contested? I really think that as reasonable and kind Christ followers, we must ask ourselves, what's Christ do? Dear colleagues I have a reprieve Can you please help me with final edits since I just had a baby. I still am looking for a few lines on the importance (and accomplishments) of the ICT Board. I found an April 15 article on digital villages, but it would be good to know where the GoK plans to locate them. Here is an additional paragraph I wrote for my conclusion based on what Harry sent me. *As this document goes to publication, Kenya has four cellular telephony providers, Zain Kenya, Safaricom, Orange, and Essar Yu. This means that competition is heating up in this market, but Kenya still is catching up with its neighbors. **Accordingly, Kenyan consumers have continued to pay sharply higher tariffs than necessary for mobile telephony. The lack of competitiveness in Kenya’s mobile telephony sector is reflected in comparatively high prices. On average, Kenyans pay more than most Africans for cellular telephony, giving up nearly 24 percent of their monthly GNI for mobile services per capita.**[i]** The most impressive recent achievement of the Kenyan government in the ICT sector has been its participation in the live marine Internet cable projects, including EASSy, TEAMs and SEACOM. These have increased internet speeds dramatically, reduced broadband pricing for consumers, and may reduce prices for mobile consumers.*

Listers 1. Kenya ICT Board and the Kenya ICT Reporters Association (KIRA) headed by Ratemo held a media workshop today at the Intercontinental Hotel Nairobi. Topics included case studies on new media by the Capital Group, presentations on various technologies and initiatives including how to build an online presence, managing IT projects, blogging, citizen journalism, an update on ICT Board initiatives and new media for journalists. This is the first of many such workshops organized by the Kenya ICT Board to build greater knowledge among ICT writers and reporters on this very varied subject of ICT. The purpose of the conference is to allow greater collaboration among BPO ITES decision makers and players from the commonwealth. 3. The Kenya ICT Board's Strategic plan 2010-12 is nearing completion and there is a plan to subject this to stakeholder validation prior to its planned launch in June 2010. More details on this later. I am sure this document will be of immense interest to stakeholders. 4. The Kenya ICT Board will finalise the commission of state-of-the-art CISCO Telepresence Video Conferencing Center at the offices, 12th floor Teleposta Towers. The equipment has been installed and is due to go live within the next 2 weeks. The Board intends to provide support to the BPO ITES sector via this equipment by enabling private sector players to video conference with prospective clients. It will also be used for high level training. Working with other organizations within government and private sector, the Kenya ICT Board plans to provide exposure of this technology to school parties from all over the country as part of national capacity building. More on this later. 5. The 2nd Tandaa symposium on local content will take place on May 6th 2010 at the University of Nairobi. The Symposium will features some of the hottest Kenyan filmmakers and animators including Wanuri Kahiu, director of Pumzi, Kenya’s first sci-fi film and Jim Chuchu, director of the Ha-He video by Just a band – Kenya’s first truly viral internet video. Join us to listen to leaders in the film and animation industry speak about the impact of the internet, the challenges facing distribution of Kenyan films and the importance of a good story in developing new content from Kenya.
