Dear colleagues, for your information. The Panos Institute West Africa, in partnership with some regulator organizations, is planning a workshop on the regulation of the convergence of telecoms and broadcasting in Cotonou (Benin) from 2nd to 4th February 2006. The workshop title is "Dialogue between Telecoms and Media Regulation Stakeholders in times of Convergence: Challenges and Prospects for Africa". As you know, Convergence brings about new challenges to telecommunications and media regulators and stakeholders. Therefore, Cooperation between regulators especially becomes compulsory. The event is organized within the framework of different programmes including CATIA projects implemented by PIWA. It is a follow up to the two studies we have produced on regulation and convergence in West and Central Africa, from the point of view of media and telecommunications (for the second document, see http://www.cipaco.org/article.php3?id_article=3&lang=en) The HAAC (Haute Autorité de l'Audiovisuel et de la Communication) in Benin, the ACRAN (African Communication Regulatory Authorities Network) will collaborate for event and we are also in contact with WATRA (West African Telecommunications Regulators Association). This workshop aims to promote cooperation between the African media and telecommunications regulators and stakeholders, in order to achieve a concerted and effective regulation of convergence. Its specific objectives are the following: - to identify issues brought about by Convergence in Africa, and particularly, in West and Central Africa, - to exchange on cross-cutting issues in terms of the two sectors regulation, - to examine some African and international experiences on the regulation of convergence, - to draw up recommendations for a harmonized collaboration between regulators and other stakeholders, and concerning the pertinence of setting a single regulatory body that could be in charge of both media and telecommunications, - to continue advocacy, on the one hand, for the strengthening and establishement of efficient and independent regulatory bodies in Africa, and on the other hand, for the adoption of appropriate legislative frameworks in information society which is emerging in Africa. The workshop should gather about thirty regulation, media and ICT professionals coming from public institutions (regulators), but also the private sector, civil society and international and regional institutions (ESMT, ICASA, ARCAN, UNDP, ARTAC, etc.). Dear List menbers, Allow us to take this opportunity to say a great big thank you firstly to all of you who attended the Cocktail party and secondly, to all those who supported and continue to support KICTANet. This is a short update on the KICTANET 2006 COCKTAIL PARTY with the theme "appreciating old friends welcoming new ones" which toopk place on Tuesday 10th. The main thrust of this cocktail party as you may all know already was to welcome the PS Ministry of Infocom Dr B. Ntume (an industrial economist formerly of the University of Nairobi) while thanking the former PS, Engineer J.Rege. The event was well attended and interesting bits of information were shared and much fun was had. Engineer Rege was toasted as among the most multi-stakeholder responsive public servants in Kenya to date much to his delight. The PS, who described himself as a jua-kali economist, invited all stakeholders to join him in his bid to create jobs and pledged to pursue the ICT policy which he said is to be tabled in Cabinet within one week and ready for the next steps within the next couple of weeks. We were all expectedly very happy about this pronoucement and hope to keep a close watch on this so as to give it the maximum support required. He also said he has an open door and a listening ear. He chalenged KICTAnet to support the President's call for support to the famine relief and to this end we are coordinating a KICTANet fund which will be handed over to the PS for onward delivery. We already have 2 very impressive donations of 50,000 from TESPOK and 10,000 from FOSSFA. Florence of KICTAnet and Damaris of TESPOK have been asked to help co-ordinate, and collect donations. Watch out - Pirated Software gets Riskier in the US

BSA, the Business Software Alliance - a watchdog group against software piracy- has opened a hotline where informers call in and advice on which companies are running pirated software. A succesfull pointer leads to an immediate 50,000USD for the informer and ofcourse a fine for the company. Very interesting. Former (and disgruntled?) employees are apparently taking advantage of the offer and calling in quite frequently.
