++ Podcast primer This is a quick and dirty guide to Podcasting... in short, how to hear ours and other Podcasts with the minimum of fuss. 1. What is a Podcast? It's basically an MP3 audio file added to an RSS feed that can be easily downloaded and accessed by your computers' media player and/or your portable MP3/audio player. 2. What do I need to download a Podcast? You'll need a Podcast client, or software application. There's a few to choose from, but to make things easy we'll recommend iPodder Lemon. It's available for Windows, Linux and Apple operating systems. Download iPodder: http://ipodder.sourceforge.net 3. Ok, I have iPodder. What's next? Fire up iPodder and go to the "Tools" menu. Select "Add a feed". In the URL field add the Secession Podcast link: http://toysatellite.org/secession/podcast.xml Then press "Save". You might also want to add the KunstRadio Podcast too: http://kunstradio.at/kunstradio.xml Now go to the "Subscriptions" tab. Highlight the feed you want to download. If you're online all Podcasts from that feed will be listed. Tick the one you want, go back to the "Tools" menu and select "Check selected". Your feed will now download and be ready for listening... 4. Er... but where will I find my downloaded Podcasts? Good question! Under the "File" menu select "Preferences". Under the "General" tab you'll see a path to the folder where iPodder has automatically created a download directory. 5. Anything else before I give this a go? Sure! Hi, Information Society envisages information sharing, in an environment of information business enterprise while respecting intellectual property. Communication control by governments is one thing the individual business are united aginst. Once this is fully achieved, Lord forbid there need a subsequent fight by the consumer to reclaim the same rights, this time from big business' pure profit motive? Should the WSIS IG debate not be expanded to "Communications Governance" to encompass every aspect of communications without restrictiing it to just one aspect of communication, the internet? While at this, some colleagues and I are proceeding with formation of consumer rights advocacy framework based on the very successful www.bbb.org. This is very disappointing to Europe and others who have worked towards a cooperative global approach since 1998. The US statement is a recipe for stalemate in the Geneva discussions on this point. The European position Europe, far from being in an extreme position, is in the middle between US unilateralism and much stronger demands from other countries for multilateralism. But our position of deal broker cannot work unless the US recommits to its historic compromise to internationalise the Internet governance regime I would re-emphasise that the EU approach to the Internet is pro-industry and pro freedom of expression. It is mostly similar and often identical to that of the US. We fully appreciate the primary role of the private sector in developing and deploying the Internet technologies and services. We understand that governments must not interfere in the day-to-day operations that underpin the management of the Internet. We fully support ICANN. The EU position is therefore not an attempt by governments to take control of the Internet, as has unfortunately been suggested in some quarters of the press. The EU proposal The EU position is rather a recognition of the obligation of governments to help the Internet deliver on its potential. The Internet is not an unregulated space - anything that is illegal in the off-line world is illegal on-line. Citizens expect governments to take measures to deal with fraud, spam, hacking, violations of data protection and all forms of cyber-crime. Governments also need to do what they can to ensure the stability and security of their national communications networks such as the Internet. Governments need to be able to cooperate with each other at the global level to fulfil these responsibilities. But there is no natural home where issues requiring such cooperation, between governments and stakeholders can be addressed, where problems can be identified and the necessary corrective or preventative action can be engaged. The EU is proposing a new model for international cooperation and a forum based on a set of fundamental principles. This forum would not replace existing mechanisms or institutions, but complement them and adhering to the key principles of the Internet - interoperability, openness and the end-to-end principle. A predictable and well co-ordinated public policy environment is an advantage for business. The same is true for the governance of the Internet. That's why the forthcoming summit in Tunis provides us all with an important opportunity to take the first steps in building a truly global consensus on how to achieve this aim for the benefit of all the world's businesses, citizens and users. Good governance and government are not necessarily mutually exclusive. The Internet was, and is still being built and developed in a spirit of partnership, consensus and openness. General Assembly commission on "Questions Relating to information." Mr. Chairman, The Holy See recognizes the right to information and its importance in the life of all democratic societies and institutions. The exercise of the freedom of communication should not depend upon wealth, education or political power. The right to communicate is the right of all. Freedom of expression and the right to information increase and develop in societies when the fundamental ethics of communication are not compromised, such as the pre-eminence of truth and the good of the individual, the respect for human dignity, and the promotion of the common good. Furthermore, new technologies have an important role to play in the advancement of the poor. As with health and education, access to the wealth represented by communications would certainly benefit the poor, as recipients of information to be sure, but also as actors, able to promote their own point of view before the world's decision makers. Given the ever increasing ease of access to information of every possible kind, the Holy See also stresses the need to protect the most vulnerable, such as children and young people, especially in the light of the increase of content featuring violence, intolerance and pornography. Perhaps the most essential question raised by technological progress is whether, as a result of it, people will grow in dignity, responsibility and openness to others. In this context, the Holy See has set up a unique continentwide initiative called the Digital Network of the Church in Latin America ("Red Informática de Iglesia en America Latina" -- RIIAL) which promotes the adoption of digital technologies and programs in media education, especially in poor areas. The success of this project has drawn the attention of the Observatory for Cultural and Audiovisual Communication in the Mediterranean and in the World (OCCAM) and other international organizations. The Holy See also supports the continued promotion of the traditional role of libraries and radios in formation. It is to be hoped that the Second Phase of the U.N. World Summit on the Information Society (WSIS), to be held in Tunis shortly, will lead to further concrete efforts to build a more inclusive digital society which will reduce the widespread "info-poverty." It would be well if a new dynamic were created which goes beyond the political and commercial logic usually at play in these fields. My delegation believes that the Information Society should be one endowed with the ability, capacity and skills to generate and capture new knowledge and to access, absorb and use effectively information, data and knowledge with the support of information and communication technology. Already in society there are many "agents of meaning" or "knowledge workers," such as the family, schools, the state, opinion makers and leaders, not to mention religious institutions. Knowledge is essential in establishing presence in the international marketplace, and is key to participating in the global economy of which the Internet is an increasingly important vehicle. Moreover, knowledge should be recognized in its role in the development of information and communication technology. At the same time, there is a fundamental need to develop an ability to discern information received, given the enormous sea of information available. This process can flourish only where there is a recognized hierarchy of values. On a local level, OSI implements a range of initiatives to support the rule of law, education, public health, and independent media. At the same time, OSI works to build alliances across borders and continents on issues such as combating corruption and rights abuses. OSI was created in 1993 by investor and philanthropist George Soros to support his foundations in Central and Eastern Europe and the former Soviet Union. Those foundations were established, starting in 1984, to help countries make the transition from communism. OSI has expanded the activities of the Soros foundations network to other areas of the world where the transition to democracy is of particular concern. The Soros foundations network encompasses more than 60 countries, including the United States. The Open Society Justice Initiative, an operational, non-grant making program of the Open Society Institute, promotes rights-based law reform, builds knowledge and strengthens legal capacity worldwide. The Justice Initiative seeks to shape law reform policy and achieve concrete results through hands-on technical assistance; litigation and legal advice; knowledge dissemination and network building; and counsel to donor institutions. The Justice Initiative works in the thematic areas of national criminal justice; international justice; freedom of information and expression; and equality and citizenship. Based in the New York office, the Senior Officer for Communications has primary responsibility for ensuring the clarity and excellence of Justice Initiative publications, announcements, and other written materials. The Senior Officer for Communications furthers the Justice Initiative’s goals of knowledge-generation and dissemination; fortifying networks of communication among staff and various partners; and projecting an image of the Justice Initiative as an engaged participant in law reform grounded in human rights. Through publication of reports and projects, press releases, announcements and a law reform journal, Justice Initiatives, the Justice Initiative promotes the accessibility of its work as a resource for the law reform community at large, and increases public awareness of issues of the Justice Initiative’s priority. Mwenesi, Chairperson, KARA Governing Council DEVELOPMENT MATTERS: LAUNCH UNV/UNDP/KARA SLUMS MDG”s PROGRAM It is official. The KARA urban slums community awareness and mobilization program supported by the Germany-based United Nations Volunteers (UNV) Program opens its’ curtains on Wednesday 19th Wednesday 2005. The program will be administered locally by the UNDP office. The constituency-based consultation will be launched in Kibera’s informal settlements by Planning & National Development Minister Hon. Professor Peter Anyang’ Nyong’o at a ceremony to be attended by slum community women, youth and other leaders within the Lang’ata constituency’s slum areas. Others will be the representatives of the United Nations family in Nairobi, Mayor of Nairobi Cllr. Dick Wathika, local councillors, Area MP as well as representatives of the private sector and civil society. The project seeks to develop 8 constituency and 1 city-wide action plans to address MDG No.1 on eradication of extreme poverty and hunger. Last month’s UN General Assembly observed that Africa is the only continent not on track in terms of achieving the MDG’s. Kenya has registered high potential for MDG No. 2 on universal primary education and MDG. No. 6 on combating HIV/AIDS, Malaria and other diseases. The National AIDS Control Council has reported a declined new infection rate at 6.7% annually. The Millennium Campaign www.millenniumcampaign.org has featured the KARA & UNV MDG initiative on its’ website. under "Latest News". The same feature appears on Monday's MDG’s Bulletin. . The UNV is the UN organization that supports the attainment of the Millennium Development Goals through the promotion of volunteerism, including the mobilization of volunteers. To this end, UNV provides the opportunity each year for more than 7,000 women and men - 75 per cent coming from developing countries - to support peace, relief and development initiatives in some 140 countries. Ten years later, it has never been formally released. From today on, The KARA Newsletter will bring you excerpts of the Report; CHAPTER 4: COMMUNITY PARTICIPATION IN LOCAL GOVERNMENT · Amend Local Government Act to allow for formation and operation of the proposed Community Advisory Committees (CAC’s) within local authorities. · Through CAC’s, the local communities should participate fully in the formulation of Council By-Laws and amendments to the Local Government Act · Through CAC’s, the local communities should be represented on main organs o the Councils (Council joint boards and Committees) · Local Authorities should in conjunction with the Ministry of Education introduce civic education in schools and emphasize the tenets of accountability, transparency and good governance. · Copies of draft estimates and Council Plans should be made available to the various levels of CAC’s, well in advance to enable them to give their considered opinion on the same · Ministry of Local Government should take the lead role in formulating policies which will encourage closer partnership between the central Government, Local Authorities and Community Based agencies. By Concerned Residents, Malindi The Malindi Municipal Council has recently published a new Rate Valuation Roll, increasing values by as much as 12 times. In my personal case, the rateable value of a property I have just bought has gone from Sh100,600/- to Sh1,195,272/-. Most if not all Malindi residents are going to object to the increases and to the fact that we don't get any services from the council. Have you any advice on how we could coordinate this? I should add that a group of businessmen, under the Chamber of Commerce & Industry, are going to try to take the council to court, but we don't know if we should join them. Eastern Africa Backhaul Terrestrial Connectivity - Pre-Feasibility Study Eastern Africa Backhaul Terrestrial Connectivity Pre-Feasibility Study CONSULTING SERVICES Expressions of interest The Global Information and Communication Technologies Department (GICT) of the World Bank Group intends to procure consulting services for the Eastern Africa Backhaul Terrestrial Connectivity - Pre-Feasibility Study. Background and Objective of the TA assignment The Africa: Regional Communications Infrastructure Project (RCIP) supports NEPAD's infrastructure initiative to develop the Eastern Submarine Cable and regional terrestrial infrastructure in order to bring low-cost international connectivity to Eastern and Southern Africa. The primary objective of the study, which is part of the preparation of RCIP, is to design and evaluate the feasibility of (i) a terrestrial, backhaul network routed Mombassa - Nairobi - Kampala - Kigali - Bujumbura - Dar es Salaam (Eastern Loop) that will ensure that these countries have a competitively priced high-bandwidth access to the most convenient and appropriate shore landing stations of the EASSy submarine cable system and also work as a back-up and restoration route for EASSy; and (ii) core national backbone networks relevant for the regional initiative in Kenya, Uganda, Rwanda, Burundi, Tanzania, and possibly one or two additional Eastern and Southern African countries to channel traffic into the Eastern Loop and the EASSy system. The services will include: . Review the status of existing (and in construction or planned) links of the Eastern Loop and national backbone networks . Assessment of the demand for additional national core backbone networks . Definition of the mechanisms for cooperation between different stakeholders to assure timely availability of backhaul links . Specification of technical requirements for the Eastern Loop and core national backbone networks . Design, specification, and assessment of cost of each of the new links (both for the Eastern Loop and the national networks) . Determine the technical and economic feasibility of each link, and the feasibility of the overall system, including EASSy . Recommendation on optimal structure for the implementation, operation, and maintenance of the Eastern Loop and core national backbone networks . Recommendation on relevant commercial, legal and regulatory implementation solutions to issues . Determine which additional feasibility studies and Technical Assistance are required The key deliverables of the assignment are: (i) Technical and economic report centered on the long term viability of the project; (ii) Policy and regulatory report focusing on the development of open access communications infrastructure; (iii) Workshop to discuss the recommendations with concerned governments, East Africa backhaul coordination task force, and other stakeholders; and (iv) Detailed action plan and implementation program with timetable. The assignment is expected to be implemented over a period of about 4 months from contract signature. GICT of the World Bank Group now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. For this assignment we request submission of a short (maximum four page) note outlining how the consultants would conduct this assignment if selected. The note should include the following: (a) an analytical framework and a process by which the research will be conducted; (b) a timeline that demonstrates the consultants ability to meet the deadlines; (c) a brief narrative on resource allocation; and (d) brief summaries of key personnel to be involved in the work, particularly their experience that directly relates to needs of this study. Date: Sat, 01 Oct 2005 15:50:26 -0400 From: Milton Mueller <Mueller(a)syr.edu> The results of WSIS Prepcom 3 demonstrate the failure of US unilateralism. The US is well on its way toward being isolated, having lost the support of the European Union in its attempt to keep ICANN and Internet governance under its own control. Now its rigid, defensive policy has put the Internet itself at risk. The politics in Geneva were driven by an alliance between the European Union, states critical of ICANN such as Brazil, and authoritarian states such as China, Iran and Pakistan. All agreed to create an "Inter-Governmental Council for global public policy and oversight of Internet governance." Unlike ICANN, this Council would exclude civil society and the private sector from participating in policy making. It would set up a top-down, regulatory relationship between a governmental Council and the people who actually produce and use the Internet. As we have learned from the past two years, most governments have little interest in solving the real problems of the Internet. They prefer to play political games: asserting "national sovereignty" over a global communication medium, censoring inconvenient sources of information, thinking of ways to protect national telecom monopolies from internet-driven competition, grabbing control of country names in the domain name space, excluding Taiwan, and so on. The US government and ICANN have resisted inter-governmental oversight, contending that intergovernmental supervision can be politically unstable and dangerous to the Internet's autonomy. But the US still seems not to understand how its own insistence on unilateral oversight creates the same instability. When the US criticizes governmental control, the obvious retort is that there is already one government with extensive oversight powers over ICANN and the core technical functions of the Internet: the USA itself. The US is completely at a loss to explain why it should have that control, to the exclusion of all other governments. Its "but we are different" argument might find a receptive audience among US business interests, but it doesn't fly anywhere else. It's not enough for the US to say, "we are not an authoritarian state like China." For one thing, the US seems an increasingly authoritarian state to many in Europe, what with the Patriot Act and other recent measures forcing everyone entering the country to undergo biometric surveillance. But even if that is not an entirely fair perception, the US cannot claim that it will not use its unilateral power over ICANN * for it already has. In August, the Bush administration responded to political pressure from conservative religious groups by asking ICANN to reconsider the creation of a top level domain for adult content. It was inevitable and entirely predictable that other governments, including erstwhile allies such as the European Union, would want their own piece of that power. The US could have, and should have, privatized and internationalized its oversight authority when it had a chance. It could have, and should have, insisted on robust, democratic accountability mechanisms for ICANN that would have pre-empted demands for centralized, old-style inter-governmental oversight. It could have, and should have, insisted on negotiating binding international agreements protecting the Internet from arbitrary governmental interference and regulation. But it didn't. And now the debate has devolved to a choice between "US control" versus "UN control." If that is the choice, it is only a matter of time before collective international control wins. What seems to have been lost in the shuffle is the idea of distributed, cooperative control that involves individuals, technical and academic groups, Internet businesses and limited, lawful interactions with governments. The idea that nation-states should not have the ability to arbitrarily intervene in the Internet's operation whenever they feel like it, but should be bound by clear, negotiated constitutional principles, has been crowded out of the debate. As the WSIS debate spills into the US media, do not permit the US government to wrap itself up in the flag of Internet freedom. It is reaping what it sowed. Its own special, extra-legal authority over ICANN and the Internet has been the lightning rod for politicization. Its insistence on retaining control, and the spillover from its unilateralism in other areas such as the war in Iraq, has done tremendous damage to its credibility. Now the Internet is paying the price. Absolutely not, this demonstration is covered by the fundamental guarantees provided as well by the Tunisian Constitution as by the International Conventions ratified by Tunisia. The Tunisian authorities, not surprisingly, see the matter differently. They've already started blocking the site, so only those of us outside of Tunisia can see it. One can only imagine what might happen to these cyber dissidents if they were caught by the Tunisian police. Hi Walubengo, Lizette & others, As indicated in Alices email, the meeting was principally meant to discuss several issues that related to the civil society sector within KICTANet (see report for details). The issue of migration of KIPlist members into the KICTANet list was also part of the agenda. Florence Etta was therefore invited to the meeting but did not make it to the meeting. I believe she had other commitments at the time. The multistakeholder KICTANet meeting will be held as earlier scheduled and any clarification on issues may best be discussed at that meeting. Overall, the objective was to have a face-to-face meeting to reduce the misrepresentations that may occur/have occurred online and allow members to discuss contentious issues in a diplomatic manner; with the benefit of immediate feedback/clarification. KICTANet Civil Society Caucus Meeting Monday, October 3, 2005 Held at Jacaranda Hotel, 11.00 - 14.30hrs, Nairobi, Kenya I) WORKING DEFINITION KICTANet (Kenya ICT Action Network) is a network of stakeholders moving the Kenya ICT Policy into Action. It comprises Trade Associations, Civil Society, Private Sector, Professionals, Media, and other interested individuals working on ICT issues in Kenya. II) DRAFTING CONSORTIUM The KICTANet Civil Society Caucus that proposes the following ten resolutions and action items is comprised of: Dorcas Muthoni (LinuxChix Kenya) Wainaina Mungai (OneWorld International) Alex Gakuru (KICTANET) Bill Kagai (FOSSFA) Alice Wanjira (APC/CATIA) III) FORCING FACTORS Acknowledging; . That Civil Society voices and issues have not been adequately represented not only within the network but throughout the general ICT policy development process at the national level as well as the global WSIS process that is currently underway . That the Kenya ICT Action Network (KICTANet) is an important multi stakeholder forum, which has provided space for different stakeholders interested in ICT issues to come together and by focussing on the collective goal of sharing skills, resources to stimulate and catalyse ICT related activities in Kenya. . Kenya Celebrates 10 Years of Internet

Hi Everyone, On the 23rd October 2005 Kenya shall officially mark 10-years of Internet. Would it not be nice to have an "multi-stakeholders" party to celebrate this National Achievement? Dr. Vinton G. Cerf (co-invented the IP protocol with Dr. Robert Kahn), has kindly written a letter to be read at such ceremony(ies). I am open to suggestions and contribution on how we could mark the Kenya Internet Birthday! Would you also let me know if you would like the letter to be read at your party!
